Health insurance enrollment now available for income-eligible residents

In an effort to increase access to affordable health insurance coverage, Access Health CT recently launched a new special enrollment period for low-income residents.

As part of the effort, there are two Access Health navigator locations in Connecticut that provide free, in-person help outside of the regular open enrollment periods. They are the Community Renewal Team in Hartford and Project Access in New Haven.

According to Caroline Lee Ruwet, director of marketing for Access Health CT, the new special enrollment period creates access to no-cost or very low-cost plans made possible through subsidies in the American Rescue Plan Act. Lee Ruwet explained that to be eligible, Connecticut residents must be new or returning customers who are not currently enrolled in a health insurance plan through Access Health CT.  Applicants must be eligible for Advance Premium Tax Credits and have a household income at or below 150% of the federal poverty level. 

Those who sign up during the special enrollment period, which began April 25, can have coverage start on the first of the month following enrollment. Plans continue throughout 2022 unless the enhanced subsidies are extended beyond 2022 through federal legislation, Lee Ruwet said.

“Access Health CT is committed to creating access to affordable health insurance coverage,” she said. “This special enrollment period leverages enhanced subsidies to help Connecticut residents access the care they need at more affordable prices.”

Jacqueline Sánchez, program coordinator and Access Health CT navigator at Project Access-New Haven, said that although they haven’t had a lot of traffic for the special enrollment period, it is helpful to have the in-person help for clients, specifically in the New Haven area, where there is a large Hispanic community. They also offer translation services for those who need help with other languages.

Sánchez said the enrollment specialist makes the clients feel comfortable as they can see the screen in which their information is being typed. In addition, Sanchez mentioned that filling out the application can be overwhelming for people with learning disabilities or anxiety, which is why having the in-person help is also helpful. She said clients from Guilford, Norwalk, Bridgeport, Fairfield and New Haven visit Project Access to get help signing up for insurance.

Con el  fin de aumentar el acceso a cobertura de seguro médico, Access Health CT lanzó, recientemente, un periodo de inscripción especial para residentes de bajos recursos.

Como parte de este esfuerzo, hay dos localidades en Connecticut en donde los asesores de Access Health le proveerán ayuda gratuita y en persona fuera del periodo de inscripción regular. Estas localidades son el Community Renewal Team, en Hartford, y el Project Access, en New Haven.
